The latest on Commissioner Garamendi's attack on the title insurance and escrow industries.
The interesting point is whether Garamendi can accomplish his agenda to force the title insurance and escrow companies to lower their rates by legislative means. Although Garamendi is positioning himself in this issue as a consumer advocate, his opponents say this is Garamendi's PR vehicle - he's running for California's Lieutenant Governor this November.
